Power failure

We are experiencing a power cut in my street 10houses are without an an electricity what makes me wonder is that the matter was reported escom came to fix the problem but they only help 2 houses while the problem is in the same pole and they said they will wait for our complaint also my question is if the street problem was reported why must everyone in the street must report this matter I am really confused please help me to under
