power cut for a pensioner

You technicians have cut power for the 79 year old pensioner, i have tried numerous times to contact the Petrus Steyn branch with no luck. As per the technicians, the power was cut due to ******* purchase of electricity, My question is how can she buy ******* power if she can't even read and get penalized R6000 as a pensioner? Her number is 3010, Seapoint, Mamafubedu, Petrus Steyn. Can Eskom do some arrangements for this lady to have power restored. My name is Phillip and contact is ********** 827.
