Potential Electric Shock Hazard - Loose Overhead Wire

Pole number ERL 341647 2AB 082 992 - The overhead wire that was meant for the distribution board is hanging loose presenting electric shock hazard especially for the kids in the residential area.

I'm just not sure how to report this potentially fatal fault because I don't have any service from Eskom. I would have expected that one can report a fault on Eskom assets without having a meter number.
