Not getting FBE

Eskom installed unregistered meter box at my house 31933 Emaphupheni Ext 18 Daveyton 1520,and that resulted into me not getting FREE BASIC ELECTRICITY as I'm unemployed as well, and when I try to find out why I'm not getting FBE like everyone else they're telling me it's because my meter box is not registered, who the hell is supposed to register it now?
