No service delivery

I apply for power last year August, they came and did measurments and plant the poles, they said that they will go to the farmer next door to ask for permission to take the line from his pole and let him sighn n' wayleave form, the 7th November 2015 I pay all the money for them to start with the connections and stuff, in my contract it states that I will only wait 31 days for all of this process to finish, this is now almost end of Febuary 2016 and still no pole no power. I am very unhappy because my part was done last year already all money's was paid on time for them last year but still nothing.
