My neighbors are *****ing electricity

We have complained that our neighbour( lebowakgomo zone S molokoloko street house no 639, Limpopo province) is *****ing electricity from Eskom and the officials came and confirmed that our neighbours are using electricity meter that don’t belong to them but till today our neighbour still enjoys free electricity, I very disappointed in Eskom!!!!
