meter card registered under an incorrect person

I called Eskom around June asking if I can send someone to register my Eskom card meter under me and I was informed that I can. I then asked my brother to go to the Randfontein branch with the proof of address and my ID book to register the card meter which he did. he was given the numbers to put so that the meter can start working but nothing was happening.
