load shedding only in certain areas

Load shedding takes place within our Northern Areas in a frequent basis. Just yesterday it happened from 2pm-4pm, 8pm-9:30pm and yet again this morning at 6am. Many individuals have reported that their area has never experienced load shedding since it has been implemented, which I know is completely unfair in light of the concept of load shedding. This is unacceptable by Eskom and the people are beginning to become agitated by the regular outages which could lead to another possible uprising by the community as before when the power was out for a full week.
