Level 2 introduced but actually level 4

Eskom announces that its level 2 loadshedding across the entire South Africa okay fine that's respectable after they haven't had for a few months now but what gets on my nerves is why are there certain ereas expercing level 4 loadshedding I am from Bishop Lavis and this is not the first time this has happened we always have it the worst please for 5 points eskom can you explain this always happen in the not so wealthy areas
