Inflated billing

I received a bill with R2 500 arrears which after investigations it was discovered that someone called Pearl at Eskom decided to transfer R2500 from my account(305 Jukskei View) to a newly opened neighbour's account (303 Jukskei View) who even paid in a cash deposit to that amount. Eskom are now threatning to cut my lights and each time I go to the Rivonia office this Pearl person tells the consultant to ask me to go home and wait for her call. The only call I ever get from Eskom is asking me to pay an overdue amount now sitting at over R3 000
