Inability to deliver service

On 27 November 2017 we had a storm in the Glen Austin, Midrand area where we stay, which caused one of the phases to go down. I battled for three days to get it reported in order to get a reference number- no response on sms report, email orvvoice message which they assure you will get attention. On the 1st of December I got through to an operator after holding for 45 minutes and got a reference number and was assured the matter will be attended to within 4 to 6 hours. By Monday the 4th it was still not attended to so I phone again. This time the operator informed me that it is not a phase down our electricity has been cut due to outstanding balance even though I have electricity on the other buildings. The outstanding balance was due to a bill we received end of September of R15000 on which we logged a quiry as we average on R3500 a month. UP TO THIS MOMENT THEY HAVE STILL NOT RESPONDED TO THAT QUERY!!! His only response on the 4th was pay the R15000 and we will look at your account again. I am a widow and single mom tryingbto make aliving by running a small buisiness and do not have that kind of capital lying around. I have but away a bit of money for the holiday season but cancelled all my plans took the money and paid the amount on the 6th of December. On the 8th there was still no electricity so I went to the Rivonia office where I spoke to Martha. She assured me everything was now in order and the electricity on that phase will be on within 4 to 6 hours .....itis now 4 days later, 21 calls , a 103 minutes of my 120 minutes on my vodacom contract, 3 freezers of meat for my catering buisiness and a very upset tenant and still they have no ability to sort out 1 phase.......
