Hole or whole?

There is a , Eskom substation in our street, near the local Police Station, and its security fence was badly damaged, probably by a motor vehicle, more than a month ago. It is a major health and safety hazard, as anyone could get through the damaged section, vandals, vagrants, whatever. So I reported it to Eskom, several times, even sending them photos of the damage, and they told me that the fence would be attended to within 5-6 hours. That was weeks ago, but now I can see progress. The hole in the fence has gone. But so too has the rest of the fence, so the site is now wide open, not just 2-meters open. Only Eskom would fix a hole in a security fence by removing the entire fence
