High tariff charge/fradulent/Doggy

I bought electricity on the 28 June for R200 and I only received 114kwh and it got finished in just a day. Yesterday, I bought again for R100.00 and I only received R21.00!!<br> <br> I phoned Ekurhuleni municipality and they gave me the contact number***, this number doest not work. What do we do in this regarding.
