"Head" without vision, the body(task team) becomes toothless

I requested a quote from eskom to install power on my property in henley on klip, i was given 3 different quotes for the same proberty, 1st R20k, 2nd R58k and 3rd quote R46k. no one can explain the variance, my house has not "moved" and yet 3 quotes. i got eskom head(Ayanda Noah) involved, she assigned a team to deal with my issue, i got only one email from the task team, thereafter no one was interested in following up on this, no one is responding to my emails including Ayanda. all i want to know is which of the 3 quotes is valid and why the 3 variances.
