Eskom wont stop harrassing me

guys please help me i bought a house and it didnt have a meter,i went to eskom several times to report this and no one did anything about it,and always told me they cant find my stand number,on the 12th of september they came to my house,i thought i was getting assistance,little did i knw they had come to disconnect my supply,they told me i was being fined 6000 for not having a meter after i went there several times to report the matter,on the 16th of October i received a letter saying they now want 12 000,because had our lights back on,i dont understand how the lights were back on because they had disconnected,someone please advice me as to what to do please,they come to my house everyday and bringing unecessary attention to my neighbours,please help me please and i am unemployed.
