ESKOM RIPPING US OFF.. Milking us dry with no services provided

Around March 15 2017 we started the process of having electricity installed in our small plot in Valtaki near Bronkhorstspruit. We called Eskom and we asked for a low cost electricity (free electricity) and we were advised that with the amount of electricity we need we do not qualify. We qualify for a transformer 3 phase that cost around 56k to install. We paid the amount and within two months after the installation of the transformer my husband kept on receiving sms that the transformer is faulty. We reported the incident at Cullinan and nothing was done about it. Since the house was still under construction a month later the transformer was vandalised. We reported the case at Bronkhorstspruit police station and we also reported the matter to Eskom. A week later I received a call from one of Eskom employees saying they will not fix the transformer if there are no people staying at the site. We later agreed that when we intend to move we will notify them. This year we manage to wire the house, to our surprise when we went to Eskom Cullinan to ask them, when can they send their technician to fix the transformer because we intend to move in around June. Eskom sent us a bill of 20k of service and admin charges that are outstanding since 2017. My issue is how do I pay for service fee when the transformer was vandalised? We reported that to Eskom but since then we every month the bill increases by R 1965.76 Service and Administration Charge @ R25.20 per day for 29 days R 730.80, Network Capacity Charge @ R30.35 per day for 29 days R 880.15, Energy Charge 0 kWh @ R1.1363 /kWh R 0.00 TOTAL CHARGES FOR BILLING PERIOD R 1,610.95 plus 354.81 adjustment that we know nothing about. Please note that this bill does not include usage only service and admin charges on a broken transformer. Eskom is trying to milk us. How do I donate another now R28 000 after I have paid 56K for installation for a vandalised transformer that does not belong to me? We even went to Eskom Cullinan to plea our case and they said they are not willing to make any arrangement with us since we never paid anything on the account. How do we pay the amount on a vandalised transformer? Why are we being punished by Eskom when we reported the matter but fell on deaf ears. How do Eskom backdate us suddenly when we went to query, when can they fix the transformer? Now I am inconvenienced I cannot move into my house since we do not have electricity and we cannot even have water for we need the electricity to get water from our borehole? ESKOM is holding us at ransomed!
