Eskom cannot register nee account

When trying to register as new account, they only have online service and no official office to go to. I have submitted the required document to them on a few occasions with no response this has been over a month now, phoning the 086 number and being cut of after selecting 1 for gauteng a message comes on that lines are busy and you get cut off, all I want to do is register a new account so I can pay my deposit and monthly account but they are not making it easy.
