Eskom and their empty promises in rural areas

How long it takes eskom to fulfill their promises. My mom is residing at donkey farm just 5 minutes away from Thathunyawo high school, under Danhauser. Eskom promised to come and install cables in the past 3 years and yet they haven't come. Few houses don't have electricity including the one my mom stays in.
