Escom allowing major townships to use ilegal power

my experience with escom in allowing ilegal connections and by allowing this they are complaining about load to the grid but here is three townships that uses escom power for free but they charge the residence money. Diepsloot extention 12 and 13, Malatjie, lionpark. Orgenised people ***** transformers and then connects this to the overhead lines, they then have there own infrastructure inbetween houses, these groups charge up to a thousand rand for an ilegal connection to a house and 300 rand a month to people who desperate needs power in 4 years i have been working in these communities i only saw two operations and they do not destroy the infrastructre but only remove the transformer shame on you Escom for allowing this. i wonder who is involed in this massive orgenise crime set up.
