Electricity units

Eskom came to change meter boxes in our area to new boxes, we were promised that our units will be transferred into the new box within 3 days. It's now been over 7months and I am being taken from pillar to post. According to eskom contact centre there was supposed to be a letter left in the house which was not and According to them they cannot reimburse units without it regardless of them seeing when I last bought units in the old meter which was 2 days before they changed. I want my units back
