City of Joburg doesn't care if your lights are out

My lights has been out since 10:30 this morning. I have called and logged a query, I have called numerous times throughout the day only to be told that they do not know when a technician will be able to assist. They gave the number of the so called manger of my area and his phone only goes to voice mail, I have left a voice message and texts. But he has yet to call me back.
