Black cable falling down

We reported a ****** pole at Bergville Eskom in KZN, the big black cable is hanging down and kids always jump to touch it when coming back from school, the area is Action Homes(Emavileni). We've been reporting it since last year with no help, Eskom said they don't have pole, and the electricity is also not strong they come to fix that and it will be fine for a month and after back to being weak, even now it's weak. My worry is the cable that is falling now as we have kids, where can we report this because eskom is not helping at all.
