BAD SERVICE

I and my dad have been trying to contact eskom`s customer service number to report a power cut, since there is no load shedding. but they just answer the power and put the phone on the line. I can hear the people talking on the side but no assistance. where do we go in times like these, what is eskom`s duty to its customers if they treat callers like this??
