4 years no electricity

We want a clarity from eskom we have paid R500 Rands as discussed with eskom for the replacement of our transformer which was declared blew up four years ago , we are still waiting and no action, i think eskom should refund those who paid R500 ,or give us answers how London does it take after paying those R500 for them to come and replace the transformer
