Over charge call out fee

I would like to get a clarity of a call out fee of R1970.00 . they didn't even take my husband to hospital they came to our house within 10minutes and left in 15 minutes because my husband was stable. Now I must pay the R1970 for what ? they cant even give me a break down of their charges ...I am so angry ..can someone help.
