please people watch out

i wanted a loan with this company, they send me documents to submitt and i did, only to my supprise i receive a call they said i must pay them 4000 before they can finilize the loan application and i did, but they did not infact they said the wanted 3900 for the release of the fund, and then i said i dont need a loan anymore they should pay me back my 4000 and they are refusing to give me back my money
