Unprofessional and unsafe

I was looking to purchase a horse for my child. My child is extremely nervous and I had clearly communicated this with the owner of the business. I had been garanteed a "safe" horse for my daughter to ride. All of the were advertised as jumping competently. Upon arrival the owner was late and could not give facts about the horse such as the horse's registered name or its history ? My child was put on a very unsafe animal and nealry had a bad accident. All the owner could say was "this has never happened before".
