Epsom Downs is unsafe, security is bad

My 88 year old mother was accosted by a man while trying to draw money from the ATM. The guy gave her some story and then pressed a button on the ATM so it swallowed her card. She looked for security guards and there were none around and there are at least 3 guards on at any time for quite a small centre. She came home and by the time she managed to stop her cards he had ****** R10000.00. Where were the guards? Did they know he was there?
