Fast Charger- NOT fast

ordered their Quick Charger/$USB 3.1A Fast Charger. Promoted to charge your phone in 15 minutes plus has a micro chip in it to optimize your phone performance. I noticed no difference with this charger and my prior one. Last night my phone had 50% battery when I put it on....4 1/2 hours later it said 97%. Went to their website, very limited information there and the charger wasn't even listed.
