*******ion and Bribery with Baggage Check in Emirates O.R.Tambo

I flew with Emirates Airline on 13 September from Johannesburg to Dubai to Riyadh. Unfortunately I had a very bad encounter at O.R Tambo regarding checking in my baggage. I added an extra bag of 32kg and had two additional bags, one weighing 22,4kg and 21,9 kg. I measured the weight of my bags on a baggage scale before leaving to the airport and ensured it was not overweight. The guy that helped me check in at the airport counter (photo attached) weighed my bag and the scale came up with exactly same weight I state above and then he started doing something by his foot and the scale went up to 26kg. He didn't mention the bags were overweight until he sent it through the conveyer. Why do this? Baggage cant go through the conveyer if its overwight without alerting the customer and giving them a chance to reduce their luggage or remove it completely or by letteing them know how much the excess will be. He kept insisting we stand a certain way so his supervisor does not see him. He gave me a ticket of R2800 and some change to pay for excess baggage at Emirates counter or alternately give him R300 quietly. Obviously, the latter was chosen. When I got to Riyadh, I had them reweigh my bags at the airport and they definitely were not overweight except the 32 kg bag which was paid for in advance. Apparently, this is happening to alot of people in OR Tambo with Emirates Airline. Lots of bribery and *******ion going on. I would like to know how are you going to handle this issue and stop it from happening? I love Emirates Airline and the in-flight service I received. However, due to this *******ion issue, I chose to fly back to S.A. with Qatar Airlines.
