Why do we pay, but always in the dark. Why dont we just stop paying

It has been moths, always without power in cw areas, they just dont care, never did, and nothing we can do about it, thats why they are so useless, they know we cant do anything. Areas not paying for electric, and we suffer? What if we all just stop paying, no electric to all, sound better for me, im paying but is stuck in the dark.
