Poor service

<p>On the8th May i went to Emfuleni municipality offices , I got at at 13:10 ,security office4 told me that no one is going to assist me because it's lunch time until 14h00 ,so I should wait for 14h00..I was surprised .. How can public servants lock offices and go to lunch? </p>
