overcharge

January i received my water bill only to find it now at R33000.00 after querying the consultant told me that for the past 3years i have been under estimated there i have been backed charged after trying to make arrangements they told me i need to pay half.today i got a call i now owe them for the new month R37000.00 how is this possible.this is ex-torsion
