Non-existent customer service from Emfuleni Municipality

How does one get a response from the Customer Service Department of Emfuleni? I have sent 5 e-mails since the 11th of January without receiving any response. The last 3 e-mails I copied various officials but they don't bother to respond either. All I need is a statement for an account which I used to receive monthly but that has stopped.
