l m paying for thd street light which is not worki

I'm paying for the street light which is not working, since from April 2015, when i moved into the house. I have lodged the complain with the municipality from the 1st of July 2015, they have not come to fix the light. I pay R169 monthly. I complain to the municipal electrical apartment, i complain to the municipal manager and to the meyors office, no once is willing to assist.<br> <br> Two issues to be clarified.<br> 1. Is it according to law for someone to pay the street light beyond my boundary ?<br> 2. Is it according to law to pay for the service not rendered.<br> <br> My address is
