how does this rates charged

<p>Hi I bought a house in evaton west January 2015 n im staying alone but m being billed 1300 a month for rates mater being the most expensive item on the list where as I got a colleagues staying in same area but are billed 400 yet staying with siblings can someone explain mbd is breathing heavy on my neck every day </p>
