Harassment for debt

I am receiving harassing texts and telephone calls from MBDCS - which I assume is a debt collecting agency for Emfuleni Municipality. The harassment is for debt related to a property in Emfuleni Municipality of which I have no knowledge. It appears that my name and ID number have been **********ly used in relation to this property. I have no knowledge of the debt or even the address of the property and do not have a connection to the property in ANY WAY WHATSOEVER. I do not even know where Emfuleni Municipality is! I have been resident in East London for over 30 years! I have attempted to email the municipality from its website, but have received no response. The consultants from MBDCS speak such accented English, I battle to understand what they are saying. There is also a lot of background noise. Each time I tell the same story: ********** use of my personal information, no knowledge of: the property, its address, debt incurred by its occupants or Emfuleni Municipality but still the calls continue.
