Handed over for an account that is not mine!

I am receiving harassing texts and telephone calls from MBDCS - a debt collecting agency for Emfuleni Municipality. The harassment is for debt related to a property in Emfuleni Municipality of which I have no knowledge. It appears that my name and ID number have been used in relation to this property. I have no knowledge of the debt or even the address of the property and do not have a connection to the property in ANY WAY WHATSOEVER. The account is not even in my name!!!! I have been trying to sort this out for months in a civilized manner with both MBDCS and Emfuleni Municipality, but got NOWHERE and no my patience ran out to the extent that I have consulted a lawyer as this may negatively affect my credit rating. The incompetence and arrogance in dealing with this matter swiftly and efficiently is beyond my comprehension.
