Emfuleni rates not paid Back

My property was sols end May 2015. Up to today 23/11/2015 I cant get them to pay out the Rates that was overpaid. NO ONE ANSWERS THE PHONE OR REPLY ON E-MAILS. I also went there and was told to wait another few weeks!!!
