big water account

last year november 2014 my house water meter was broken.all the numbers flipped over and i reported it to the municipality and they sended somebody out thereplace the meter.decembers account was fine and january 2015.when i got feburarys acount it was R14 000,00.i tried to fix the problem at there offices and with no luck.i received a call from debt collectors,so they handed me over.it was not my fault that the water meter broke and i was never behind with my account.when the 2 ***s repaired my meter they wanted to do something to my meter so my meter must be slower.they asked me R1000-00 and after a while they asked R500-00 to do it. i told them NO.they even phoned me after a fewweeksand i still told them NO.now im sitting with this big water account.
