US Embassy Consultant HR delayed call back to the office process

My child is working with US Embassy Consular section since 2019 until they were stopped to come to work when Covid 19 kicked in,they were promised to be called back to the office group by group.When they start calling them in 2023 my child waited to be call but nothing happened.Received a call one time from work but the reception/network was very poor couldn't communicate properly because of load shedding, then decided to go to work and update the contacts by adding more cell numbers and they promised to call.We are in 2024 now but still no calls,is starting to be confused cause was not fired or received any letter that is stating otherwise,still has the workers card and the duty rooster that was given to them on their last day in the office because of Covid 19.Is wondering what is the delay with the call back to the office.
