Water meter readings.

My water meter has not been read for three months and I have been to their offices twice and I was told people who are supposed to rectify the problem are on quarantine but I found people in the office.My question is what are those people in the office there for? Because they should have resolved the issue. And when you phone , they will tell you to come in person but when you go there in you get no problem resolution.It is quite quagmire.
