poor customer service and stuff not willing to hel

So we since its the 26th of december we thought we should go to witbank dam and just have a braai plus there's a pool so the kids were excited about going. When we got there while still trying to set up our space some man(I assume its one of the stuff) starts shouting that we all need to move cause the snake will take people. About minutes later the weather changed and it looked like it is going to rain. Then we decide to just go back home when I get to the gate I spoke to three ladies at the main entrance to ask if we could get a refund as we had been there for not more than 30minutes then they told me its not the municipality's fault that its rainning so they will not refund us and they said that in a very unpolite manner. I was very disappointed to have such erlderly women failing to give me answers in a respectful manner and when I had asked if is there any other way to go about in terms of getting our refund.... This is not a very nice way to deal with customers emalahleni municipality!!!
