PAYING FOR BAD/UNKNOWN SERVICE

Have been fighting a couple of months to find out why I am penalized with R360 for using over 500 units of electricity. NOBODY can give me a satisfactory reply from ward counselor up to municipality. I am told that there has been a decision (sic) to penalize users of over 500 units to save electricity.IF I had a pre -paid meter I was NOT bound to this decision . Nobody can show me anything in writing, who and when it was made where published or made known to the public. Refuse removal for which we pay per month is non existent with excuse that vehicles broke down or workers are on strike. Why do we pay municipality for services in stead of Eskom Maybe we will be able to use less gas or candles
