I feel I am being ****med out of money i do not even have

Can anyone please tell me how these departments work? I booked a drivers test beginning of April I got a date for 8th May my learners was to expire on the 17th of May. On the 8th when I was supposed to test they told us there are no traffic officers to test us and that we would get calls to be given another date to test. They failed to call me before my learners expired then told me I have to do a new learners when I conplaimed about paying for a learners when I wasnt at fault they told me they were gonna book a learners for me, I had to pay the fee to collect the learners from my own pocket now they are telling me to pay again to book a drivers test why when I didnt test with the money I paid first time... are they suppose to do it like this? Am I suppose to suffer these losses when I wasnt at fault? I cant even get my photos back because apparently they have been filed
