Failure to react to abuse towards residents

Since we bought a house in Emalahleni, we have been abused by an inconsiderate workshop owner will malpractices whereby he performs industrial work in a residential area. This business owner is bypassing all the rules of business by abusing residents in the area. A workshop called CC Dyno, that repairs cars and trucks in a residential area with complete disregard for the people who bought houses around that area. I reported the matter to the municipality 2 or 3 years back and I haven't seen a single inspector or counselor in the area. The only time I get communication from the councilor is when she want to ask me when will I attend the political party meetings. I was promised resolution but maybe that was because the local ward elections were close. This business is continuously ruining our street by allowing water to run the entire street, they also was their dirty trucks against my wall and dirty my windows. From early in the morning they start their trucks, and bang on the truck trailers until late at night. I tried taking the matter to Emalahleni court, where the Judge decided to dismiss the charge because the business has been running for years irrespective of the abuse brought to the public. People who operate with truck in Emalahleni were requested to relocate to industrial areas except for this business, maybe they pay charity to the municipality but we will never know. Recently I have taken the matter to the department of environmental affairs and and still waiting for the report on the findings. We are paying residents and the municipality doesn't even care about the services and abuse we are subjected to. I feel that the municipality is the one that condones this type of abuse from these businesses. I really feel that the municipality failed us.
