Being billed for electricity whilst there is a prepaid meter.

I have had a prepaid electricty meter installed in my house in August 2018.But what has happened is i have continued recieving electricty bills right up to this month december.In the first month that the meter was installed i recived a bill and went to the emalalheni manicipality and complained about this and i was rudely answerered that i will continue receiving the bills as their billing system was two months behind.But can you think of it i have continued recieving bills five months after the meter was installed and they disconnect electricty last month because i did not see reason to be paying the electricity that was prepaid but they forced to pay ro reconnect and i did.So my question is is the electricity bill i am paying for mine or somebody else 's bill.I see reason in having a prepaid meter whilst they bill you for the electricity that you buy.Does the prepaid electricty meter work differently here in emalalheni? I really dont know what else to do .Is it normal that you have to pay foranother person's bill? Which is way outrageous .I dont know where else to turn.My account is ********** 1.I
