Bag was given to someone else by the driver

My brother took a trip with this bus over the weekend. when he got off his bag was gone. His bag with everything he has was given to someone else by the driver, they are not taking any responsibility & are doing nothing about it. His bag was handed to someone else by the driver, all his clothes, shoes everything! Gone
