Refusal for Deposit

when the new complex OLIVENVILLAS was advertised and the contract that i signed stated that water and eletcricity will be pre-paid but upon us occupaying the flat we were told the electricity and water would be billed' to which i disputed and was advised by their agent Suprise Teffo that it would not expensive exercise and it would be for 2/3months come month end the bill was too high with additional part for "heatpump" which i queried and did not receive any resolution till august where i requested a letter to vacate the complex as i had already received threaths with cutting of my water/electricity supply and now when i request my deposit im being sent a huge bill with alot of things that are not accounted for and being forced to confirm the amount of R1200 as my refund from the R3900 that i paid as deposit
