Why Ellies Elsat makes foreigners pay 1000 upfront

<p>Why does Ellies/Elsat make foreigners pay 1000 upfront yet locals pay 84 rands a month to have access to a communal DSTV cable... Where is the difference do you think foreigners would go up the roof and still your dish.. Multichoice is not even discriminating like this... That's why we can pay multichoice till the year end. Right now my DSTV package is paid till the year end but cannot have access to the communal cable,,, </p>
